Old question.......but why not answer it.
Outside the U.S. (world wide that is) the WTF is the largest, with the ITF a very close second. Inside the U.S. the ATA is the largest single org, but there are many independant schools who don't answer to them but fly the WTF colors anyway only because they're certified as black belts through the WTF/KKW.
